I am in total agreement. If you can't read/speak English, you shouldn't be allowed to drive a car. Its nonsense that the test is offered in twelve languages. I wouldn't expect to go to Russia, and take a driver's test in English. If I moved to Russia, I would learn to speak and read Russian before taking a test. If I moved to Mexico, I would learn to speak Spanish.
