I don't ever recall anyone saying "I want old cars off the streets, and yes, please take some my paycheck to help make it happen."

A side note that I hadn't realized until someone else mentioned it. Almost all old cars get less than 25mpg. All old cars are now worth $5K. Which means nobody can buy a cheap used car anymore. Which also means, all the cars that are sold for $5K back to the government will get destroyed, instead of being recycled for parts at pick-n-pulls to sustain other older cars on the road. But don't worry, we will pay for it.
